REACTION OF FACULTY,
STAFF AND STUDENTS TOWARDS ADMINISTRATION AND SUPERVISION AT THE
PHILIPPINE

THE
PROBLEM AND ITS SETTING
Introduction
Besides food, clothing and shelter is the
need for education. Education should be the same for all citizens regardless of
economic status, statistics in life needs and religious beliefs as well as
political affiliation. No matter how limited the mental capacity of an
individual, he should be given opportunity under proper guidance to develop him
and thereby make him/her useful not only to his fellowmen but also to his
country as well.
The main task of the school is to develop
the maximum characteristics of an individual which will enable him/her to live
happily and effectively in this increasing complex society. It has a general
impression and assumption that talent can be developed by an educational means
and that the major resources of the school should be developed to increase the
effectiveness of an individual.
The
individual is highly dependent on the school and its resources for his/her
development. These are in the forms of humane and material resources, which can
lead to the full development of the individual.
The school, however, cannot perform its
maximum role in the development of the individual in its attendance if schools
are not effectively managed. Just like any organization, the school can only
get its component to work effectively if the climate can offer conducive atmosphere.
Organizational climate affects every
individual in an organization. It is particularly influential in the lives of
students and personnel surrounding them. The type of climate which develops in
a school is induced to a considerable degree by an administrator who typically
wields more influence than any other individual in a school.
One of the movements in school
administration and supervision is directed towards the continuous development of better humane,
wholesome administrator-teacher relationship. This relationship will affect the
teaching-learning process which may become effective depending in the qualities
the administrators possess and the administrative skills and supervisory
practices he/she employs.
On the other hand, the
qualities that the teacher has and the instructional strategies he/she displays
is also a factor. If the administrator shows concern in the motivation of
teachers to stabilize their career pattern in schoolwork, the rapid turnover of
the individual teacher can be obtained. However, if the administrator fails to
provide a wholesome working condition and develop know-how of self
satisfaction in teachers, there is a low morale in the teaching staff.
The
status of the morale and the working condition of the school can be determined
through some periodic evaluation; administrators can gauge the real condition
of their school or organization.
The
Philippine Normal University, Agusan Campus just like any other educational organization is
managed by administrators who have been appointed by their higher officials.
Since its founding there has been no new formal assessment of how the school
administrators have been providing working climate to its faculty and staff.
As
a member of the faculty, the researcher has been interested to make a study on
how the Philippine Normal University, Agusan Campus has been handled by its
administrators in order to provide an organizational climate that can develop
its members and clientele. The researcher, who is one of the senior faculty members sees that her evaluation is one of the most
important concerns that she has to attend to.
Statement
of the Problem
This study attempted to
determine the reactions of faculty members, staff and students towards
administration and supervision and their practices.
Specifically, this study sought to answer
the following questions:
1.
What is the pattern of
reaction of faculty members, staff and students towards leadership at the
Philippine Normal University, Agusan Campus with regards to the following:
a. communication
b. administration
c. supervision
d. attitude towards
faculty and staff
2.
What is the pattern of
reaction of faculty members, staff and students at the Philippine Normal
University, Agusan Campus towards administration in general?
3.
What is the pattern of
reaction of faculty members, staff and students at the Philippine Normal
University, Agusan Campus towards supervision in general?
4.
Is there a significant
difference in the reactions of faculty members, staff and students at the
Philippine Normal University, Agusan Campus?
RESEARCH
METHODOLOGY AND PROCEDURES
Method
Used
The research work utilized the descriptive
method of survey. This type of research was used as the study aimed at
determining the reactions of faculty, staff and students towards the
administration and supervision at Philippine Normal University, Agusan Campus.
The Respondents
In determining
the research respondents, the researcher consulted some experts on research
procedures from the members of the faculty at Philippine Normal University,
Agusan Campus. She was advised to used at least ten
percent of the population from the faculty members, staff and students.
The Instrument
The researcher availed of the evaluation
instrument of
Philippine Normal University at the main campus which was used in
evaluating the performance of its leaders.
There were four variables used namely: (a) communication; (b)
administration; ( c) supervision; (d) attitude towards faculty and staff. The
researcher felt that the instrument could also be tried and used in Agusan
Campus.
Beside the questionnaire, the researcher
interviewed some faculty members, staff and students regarding their reactions
towards administration and supervision at the Philippine Normal University,
Agusan Campus.
Administration and Collection of Instrument
The researcher
tried distributing the questionnaires to her students, co-workers, staff and
some heads. After getting some satisfactory results, she mimeographed them and
distributed them to the faculty, staff and students. The researcher attached a
letter to the concerned respondents requesting their cooperation in answering
the questionnaires. The researcher solicited the help pf some copies of the questionnaires
to the concerned respondents.
The answer to the questionnaires were
tallied, collated, tabulated, presented and analyzed.

In order to ascertain the levels of
reactions of the respondents, the following ranks were used:

This was used to determine if there were
significant difference on the reactions of faculty, staff, and students of the
Philippine Normal University, Agusan Campus.
FINDINGS,
CONCLUSION AND RECOMMENDATIONS
Findings:
1.
The pattern of
reactions of the faculty members, staff and students towards leadership of
subject 1 at the Philippine Normal University, Agusan Campus with regards (a)
communication is 3.97 which corresponds to an above average rating; (b)
administration is 4.25, above average rating; (c )
supervision is 4.26, above average and (d) attitude towards faculty and staff
is 3.99, with the rate of above average. To sum up, the overall average is
4.12, an above average rating. On the other hand, the faculty members, staff
and students reaction towards leadership of subject 2 with regards (a)
communication is 4.58, a superior rating; (b) administration is 4,46, an above
average rating; (c ) supervision is 4.51, superior and (d) attitude towards
faculty and staff is 4.43, with the rate of above average. To sum up, the
overall average is 4.48, a superior rating.

The pattern of
reaction of the faculty members, staff and students at the Philippine Normal
University, Agusan Campus towards administration in general is 4.35 which
correspond to an above average rating.
3.
The pattern of
reactions of the faculty members, staff and students at the Philippine Normal
University, Agusan Campus towards supervision is 4.38, which got an above
average rating.
4.
Significant difference
was not found on the reactions of the faculty members, staff and students at
the Philippine Normal University, Agusan Campus.
Conclusion:
1.
The leadership skills
exercised by subject 1 were rated by the faculty members, staff and students of
Philippine Normal University, Agusan Campus as above average while subject 2
was rated as superior.
2.
The administration
exercised by the leaders of Philippine Normal University, Agusan Campus based
on the reactions of its faculty, staff and a student was rated above average.
3.
The supervision by the
leaders of Philippine Normal University, Agusan Campus based on the reactions
of its faculty, staff and a student was rated above average.
4.
There is no
significant difference on the reactions of faculty members, staff and students
of Philippine Normal University, Agusan Campus.
Recommendation:
1. It is recommended that the two
leaders will continue their good performance in bringing and maintaining the prestige of
Philippine Normal University as the Center of excellence not only in the
