THE PROBLEM AND ITS SETTING

Introduction

A teacher training institution is an important component in the school system, which constitute the foundation in expressing the ideals of a people, develop and transmit its culture. Hence, the business of improving delivery system of teacher training institution is the major concern of the commission of Higher Education.

It is strongly believed that education is the foundation of the nations’ progress. Dimcock (1993) posited that schools are agencies intended to facilitate the child’s transition from dependency on adults in the context of the home to the acquisition of the social competencies needed to function as an adult in society.

Philippine Normal University, Agusan Campus a teacher – training institution is created under Republic Act 7168, specifically in Section 2 stated that her mission is primarily to provide higher professional and social instructions for specific purpose, and to promote research and extension services, advanced studies and progressive leadership in education and other field as maybe relevant.

From this legal basis, she has the objectives to provide her students a dynamic and functional view of education and a broad knowledge of the sociological, anthropological, historical, philosophical, and legal foundations of education. The skills and standards of performance of her students include a working understanding of human growth and development, understands the learner and the learning process, principles and strategies in teaching the various subject areas.

On the disciplinary and scientific factors her graduates must be competent in the different areas of classroom management, knowledge in the use and application of instructional technology and basic research skills.

On the social factors, she must possess personality traits that can convey effective teaching. And lastly, imbued with positive attitudes and values she is open to improve herself as a person and as a professional teacher.

Moreover, this teacher – training institution assumes the responsibility of economic transformation through effective teacher education. In the speech of President Fidel Ramos when he signed into law R.A 7836, he stated that " the law mandating the professionalization of teaching is significant not only because it transfers the licensing of teachers to the Professional Regulations Commission but specially because it recognizes in clear and unequivocal terms the need to continuously upgrade the competencies of teachers.

While Licensure Examination for Teachers is conducted annually in the month of August by the Philippine Regulatory Commission, the examinees are tested in two categories namely: General Education 40 %, Professional Education 60%. In General Education the following subjects are:

English                25 %

Filipino                15 %

Mathematics       20 %

Natural Sciences 20 %

Social Sciences  20 %

Total                  100 %

For the second category, the subjects and its percentage are:

Foundation of Education & Human

Growth and Development....................15 %

Principle in Teaching .........................25 %

Measurement and Evaluation..............25 %

Social Philosophies.......................... 25 %

Total  ..............................................100 %

In order to pass the examination, an examinee must obtain a weighted average of 75 % above withrating below 60 % in any subject. However any examinee failed to get the general average of 75 % shall brequired to take the re - examination in all subjects prescribed by the Board of Examination.

Moreover, the Philippine Teachers Professionalization Act R.A 7836 signed into law on December 16, 1994 is tasking the Philippine Regulation Commission to strengthen the supervision and regulation of the teaching profession.

Finally, to many if not all, passing the examination is a barometer on the competencies of the college graduates in education. To find out that college graduates of Philippine Normal University, Agusan Campus are " in shape and " in step especially with new trends and modern technologies of teaching: " hence this study is made.

Finally information provided in the investigation are guide to students who are interested to take education courses.

Scope and Limitations

The researcher was limiting the study on the competencies acquired by the Philippine Normal University Agusan Campus LET passers during 1998 – 2001 examinations. The respondents of this study were graduates of Bachelor in Elementary Education.

They come from the provinces of Agusan del Sur and Surigao del Sur. These towns are Bayugan, Bunawan, Prosperidad, San Francisco, Santa Josefa, Talacogon, Trento and Lianga.

METHODOLOGY

This chapter concentrates on the discussion of the methods of research used on the study; the respondents of the study and the consequent statistical analysis employed to come up with the answers to the problems.

Research Design

The study utilized the descriptive method of research on the ground that the study is mainly on the LET passers of the Philippine Normal University – Agusan Campus year 1998 – 2001. This type of research method describes systematically the facts and characteristics of a given population or area of interests factually and accurately.

Sevilla, Ochave et. Al of 1984 averred that the descriptive method of research is useful when seeks to determine the status of a certain event or phenomena.

Subject of the Study

The subject of the study were the graduates of the Philippine Normal University – Agusan Campus in the year 1998 – 2001 who passed the Licensure Examination for Teachers. All of the subjects were graduates in Bachelor in Elementary Education of the said institution.

The total numbers of the passers were 734 but the researcher’s target population was only 126 or 17 % of the total population, taken as samples.

The population frame of the study consisted of one – hundred twenty six (126) LET passers of Philippine Normal University – Agusan Campus years 1998 – 2001.

Out of one hundred six (126) respondents of the study, twenty seven (27) were males representing about 21.43 percent of the sample and hence ninety nine (99) were females representing the remaining 78.57 percent of the samples.

Respondents of the Study

The one hundred seventy six (126) respondents were selected using the convenient sampling. Those selected respondents who departed on their addresses, were replaced by those available respondents who graduated in PNU – AC and passers also of the LET in the year 1998 – 2001.

According to Sevilla (1984) stated that convenient sampling is a sampling strategy based on the convenience of the research.

For the identification of the respondents, lists of LET passers of the Philippine Normal University, Agusan Campus specifically from 1998 – 2001 were provided by the head of the Research Center from this institution.

The identified LET passers and their addresses were verified. The researcher then asked the help of the present college students of Philippine Normal University in distributing the questionnaires.

Questionnaires were distributed by the LET passers of 1998 – 2001 to the towns of Bayugan, Prosperidad, San Francisco, Bunawan, Trento, Talacougon, and Sta. Josefa all of the province of Agusan del Sur. The same set of questionnaires were also distributed to the respondents of Barobo and Lianga of the province of Surigao del Sur.

Research Instrument

Structured questionnaire and rating scale were the materials and instruments to gather data regarding the competencies of the LET passers of 1998 – 2001.

Steps were under taken before the final structured questionnaires were distributed to the respondents.

First, the researcher looked into the subject areas covered in the Licensure Examination for teachers. Subjects and its component were noted as the basis for gathering information regarding their perceived competencies.

The set of questionnaires contained the following subject areas : they are English; Filipino; Mathematics; Natural Sciences; Social Sciences; Foundations of Education and Human Growth and Development; Principles and Strategies in Teaching; Measurement and Evaluation and Social Philosophies.

Perceptions of the respondents’ competencies were sought. The instrument utilized the rating scale of 1 to 5 in relation to their perceived competencies.

   Range          Scale          Description

1.00 – 1.49          1          Needs Improvement

1.50 – 2.49          2          Poor

2.50 – 3.49          3          Satisfactory

3.50 – 4.49          4          Very Satisfactory

4.50 – 5.00          5          Excellent

Statistical Treatment

The researcher used the mean computation to identify the status of the competencies of the LET passers. The percentage was also utilized by the researcher to give a full view of the raw data.

Mean = ∑X/N
