THE STATUS OF THE PNU-AGUSAN CAMPUS
COOPERATIVE CANTEEN

THE
PROBLEM
This study was
conducted to determine the status of PNU-Agusan Campus cooperative canteen in order to come
up with recommendations for improvement.
Specifically, the
study sought to answer the following problems:

What is the status of the PNU-Agusan Campus cooperative canteen in terms
of objectives, organizational structure, membership, and assets?

How is the canteen operate or managed in terms of Canteen Management
under six categories namely, staffing, receiving, storing, recording, facilities
and equipment, and sanitation and Foodservice Management. The last, Food Service
Management is further sub-categorized specifically on menu planning, purchasing,
food preparation, pricing, selling, and handling.

What are the problems met in the operation of the cooperative canteen?

What can be proposed to improve the management of the PNU-Agusan Campus
cooperative canteen?
The study employed the
descriptive-normative survey method using quantitative and qualitative data. Data were
gathered through questionnaires, survey forms, informal interview and from documents of the PNU-Agusan Campus
canteen cooperative. The respondents were 20 university staff members, 32 faculty members, 10 members of
the Board of Directors and 2 canteen personnel, 27 BEE-EPP students and 32 BSE-HE students, with a total of 123
respondents.
FINDINGS

The status of PNU-Agusan Campus cooperative canteen in terms of objectives,
organizational structure, membership, and assets is summarized as follows: The
PNU-Agusan Campus cooperative canteen aims to supply healthful and wholesome
foods to members, personnel, students and pupils of the university; to serve
as a possible training ground for all PNU students; to protect the members of the
personnel, students and pupils from any from of profiteering; to promote, safeguard and protect the general
economic interest of its members; and to render services to the university populace by selling school
and office supplies and miscellaneous goods. To implement the policy of the cooperative canteen,
the PNU-Agusan Campus cooperative canteen has ten (10) members of the Board of Directors
as the policy-making body and two(2) canteen personnel. The members of Board of Management
like the manager, treasurer, bookkeeper, and auditor are automatically members of the Board
of Directors. Each member of the Board has his/her own duties and functions which are stipulated
in the Constitution and By-laws. Members were elected through secret ballot by the General Assembly.
Members of the faculty and administrative staff are qualified for the membership to the school
cooperative canteen upon the approval of the officers of the Board of Directors. Presently, the PNU-Agusan
Campus cooperative canteen has 68 members. The building of the cooperative canteen was
put up through the initiative of the officers from the time it was established. Most parts of the building
were built in form of donations. The cooperative canteen has very limited facilities, equipment,
and utensils. Among these are, 17 tables, 23 benches, 15 plastic stool, 4 wooden stool, 1 cooler,
1 freezer, 6 plates, 6 spoons, 6 forks, 6 glasses, 6 cups, 2 knives, 1 basin, and 1 pale. The money
capital comes from the 721 shares of the members of the cooperative with Php 50.00 per share. The
total money capital of the canteen for this year (2003-2004) is Php 36,050.00

Under canteen management, respondents had a general mean of 3.43 described
as moderately satisfactory. Among the six sub-categories of canteen management,
the facilities and equipment got the lowest mean of 2.71 indicating moderately
satisfactory.

The overall mean of the respondents in foodservice management of
PNU-Agusan Campus cooperative canteen 3.21 indicating moderately satisfactory.
Among the six sub-categories of foodservice management, the Food Handling
got the lowest mean of 2.78 with a description of moderately satisfactory.

The five most serious problems encountered in the operation of the canteen
as ranked by the respondents were as follows: lack of cooking and serving
utensils, lack of facilities and equipment, inadequate dining and working
space, lack of canteen personnel, inadequate drinking water supply, and
inadequate chairs and tables.T

The five most recommended measures
for the improvement of the PNU-Agusan Campus cooperative canteen as ranked
by the respondents were to construct new university canteen that meets the standards,
improve the dining facilities and equipment, improve the serving area or the display counter, train the canteen staff in foodservice operations including proper food handling, and repair the canteen building as ranked 1,2,3,4, and 5 respectively.
CONCLUSION
On the bases of the foregoing
findings, the PNU-Agusan Campus cooperative canteen is an established cooperative
with its own objectives, organizational structure of the management, qualification for membership, and
assets as stipulated in its Constitution and By-laws and other documents. However, problems in the following aspects of canteen management and foodservice management need to be remedied like the lack
of cooking and serving utensils, facilities and equipment, inadequate dining
and working space, lack of canteen personnel, inadequate drinking water supply,
inadequate chairs and tables, lack of sound management practices. These problems
would be solved through the cooperative efforts of the stockholders, officers, consumers, suppliers, and consignors.
RECOMMENDATIONS
The following
recommendations were drawn from the results of the study.

The cooperative should be registered with the Cooperative Development
Authority or CDA.

The management of the PNU-Agusan Campus cooperative canteen should
favorably consider the most recommended measure for improvement which
is to construct a new university canteen.

Some areas and part of the Constitution and By-laws need to be
amended and revised to suit to the needs of the present times.
-
A regular assessment should be made to keep track of the activities
and development of the PNU-Agusan Campus cooperative canteen and to insure
that special efforts are exerted towards the improvement of the different
areas in canteen and foodservice management so that the desired rating of very satisfactory if not excellent may be attained.

Priority attention should be given to the identified serious
problems such as lack of cooking and serving utensils, facilities and
equipment, inadequate dining and working space, lack of canteen personnel, inadequate
drinking water supply and inadequate tables and chairs.

The construction of the new university canteen should conform
to the national standards necessary for accreditation by the Accrediting
Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACUP).
